ADMINISTRATIVE RULE NO: C003

RELATED TO POLICY SERIES NO: 7140

TITLE: ENROLLMENT STANDARDS

Students 18 years of age or older are eligible to enroll at Linn-Benton Community College. Students under 18 years of age who have satisfactorily completed a secondary school curriculum, or who hold a GED are also eligible for enrollment. There are special enrollment agreements in cooperation with various school districts and an enrollment request process for students not meeting the above guidelines. In addition, students must meet the age, safety, and health standards of any instructional program which utilizes age restricted materials or processes, moving equipment, machinery and/or hazardous materials/chemicals in the course of their instructional processes

OPEN ENROLLMENT

Students enrolling less than full time (0-11 credits) register for desired classes at the appropriate time. Part-time students will be required to take the appropriate placement tests for some classes. Students must be admitted to the college prior to receiving a diploma, certificate, or degree.

ADMISSION

To be admitted to the college a student must complete an application for admission and pay the application fee. Students under the age of 18 must provide proof of satisfactory completion of a secondary school curriculum or proof of a GED. Prior to registering, admitted students are required to take the placement examination (See Administrative Rule C009 for more information) or petition to waive the exam based on appropriate college level course work. In addition, admitted students must attend an orientation/advising session prior to registration. These students may register full time or part time and receive a priority registration.

Some instructional programs have special admissions standards and may be subject to strict application deadlines and procedures. For all programs, the college reserves the right to give higher priority to the enrollment of district residents. (See Administrative Rule C004 for more information.)

ENROLLMENT - ARTICULATED AGREEMENTS

Linn-Benton Community College provides assistance to persons who wish to complete their high school education. The college cooperates with local high school districts in supporting school improvement efforts by providing educational opportunities for the youth of Linn and Benton counties. Such persons may enroll in college courses and programs according to the terms and conditions of articulation agreements that exist between the college, various school districts, and other agencies. An Underage Enrollment Form is required for all students requesting enrollment through an articulated agreement.

ENROLLMENT OF YOUNGER STUDENTS IN CREDIT CLASSES

Although the primary mission of Linn-Benton Community College is to provide accessible, quality, life-long learning to serve the needs of the adult population of the community, in some cases it may be appropriate for younger students to enroll at LBCC. Each Underage Enrollment Form and other documentation will be carefully reviewed in determining that: (a) participation will not likely create a health or safety risk for any person or be in violation of federal or state statutes or regulations, (b) the student has the ability to benefit from college-level instruction, and (c) that another, more age-appropriate, instructional resource is not available. Students will be permitted to enroll in a Linn-Benton Community College class if such enrollment is supported by the criteria listed above. The College reserves the right to impose the above standards as deemed appropriate by the course subject matter, safety factors or other significant concerns. A parent or guardian and the student will be required to complete a safety agreement for any courses with a safety requirement.

Students between the ages of 16 and 18:

Students in this age range who are not enrolled as part of an articulated agreement, or have not satisfactorily completed a secondary school curriculum or have not completed a GED certificate, and who wish to enroll in credit classes, will be required to file an Underage Enrollment Form and complete the Computerized Placement Tests (CPT). It is the student's responsibility to submit the completed form to the Underage Enrollment Coordinator and complete the CPT prior to registering for classes.

Students in this age range who provide proof of satisfactory completion of a secondary school curriculum or GED certificate are eligible to be admitted as certificate or degree seeking students. Applicants may be required to provide appropriate transcripts that may be evaluated against state approved secondary standards.

Students under 16 years of age:

A. Students attending a secondary school registered with the State, who are under the age of 16 who are not enrolled as part of an articulated agreement or have not graduated from high school and who wish to enroll in credit classes, will be required to file an Underage Enrollment Form and submit a current academic transcript. Computerized Placement Tests and an interview with the Underage Enrollment Coordinator are also required.

B. Students being home schooled or attending an unregistered secondary school will be required to file two letters of recommendation. The letters of reference should address the student's academic and social readiness to take a class on the college campus. Computerized Placement Tests and an interview with the Underage Enrollment Coordinator are also required.

SUMMER TERM ENROLLMENT

An Underage Enrollment Form is not required for enrollment in summer term classes. Exception: If a student would like to have their summer grades sent to their home high school, an Underage Enrollment Form is required to be turned into the Underage Enrollment Coordinator before the end of summer term.

ENROLLMENT OF YOUNGER STUDENTS IN NON-CREDIT CLASSES

Although the college generally does not require students under the age of 16 provide Underage Enrollment forms for non-credit classes, it does ask them to obtain instructor permission. The college reserves the right to impose standards as deemed appropriate by the course subject matter, safety factors, learning environment, or other significant concerns. It is the student's responsibility to obtain permission to enroll. Failure to receive permission may result in dis-enrollment.

ENROLLMENT OF YOUNGER STUDENTS IN GED PREPARATION CLASSES:

Students under the age of 18 wanting to enter GED preparation classes must provide one of the following: 1) referral from their high school by use of the Underage Enrollment Form, OR 2) a Release from Compulsory Attendance signed by their resident high school.

Home School students need a Release from Compulsory Attendance signed by the appropriate Educational Service District.
