TITLE: CO-CURRICULAR PROGRAMS DEFINED
CO-CURRICULAR PROGRAM EXPANSION AND DEVELOPMENT:
The conditions for program development and/or expansion are:
1. Exhibited need by current students;
2. Availability of adequate facilities;
3. Availability of qualified staff; and
4. Availability of financial resources.
Applications will be carefully scrutinized as space and resources become more limited.
The Division Dean or Director or designee must make the initial request for the development of a new co-curricular program to the Student Activities Budget Committee, the committee's advisor (Director of Financial Aid and Student Programs) and/or the Dean of Student Services. Co-curricular programs must meet the criteria stated above as well as adhere to the following guidelines and expectations:
1. Co-curricular programs are sponsored through instructional departments of the college.
2. Co-curricular programs must be related to a college curriculum and may provide students with academic credit for their participation.
3. Co-curricular programs should provide a service or outside classroom activity as a by-product of the formalized learning process.
4. Co-curricular programs enhance the learning process and the development of students.
5. A new co-curricular program request should include an outline that includes the eligibility for participation in the program and the performance and outcome expectations.
6. Co-curricular programs may receive monetary support from student enrollment fees. However, student fees may not be used to provide salary or overload compensation for a faculty advisor, which is the sole responsibility of the appropriate instructional unit.
7. Co-curricular program budget purchases must be approved by authorized college personnel. Per college Administrative Rule D002, only contracted staff are authorized to approve purchases.
8. Co-curricular programs require long-range planning, continuing from year to year.
After initial approval by the Student Activities Program Budget Committee under the guidance of their advisor, a proposal will be forwarded to the Dean of Student Services for review/approval and then to the President for final approval.
FINANCING CO-CURRICULAR PROGRAMS:
Co-curricular programs are financed through service fees, gate receipts, advertising revenue, honoraria, advisor directed fund raising activities, and if approved, student enrollment fees subsidy. The program must have financial support from the instructional area and submit a proposed annual budget. All co-curricular programs will earn 20 percent of their budgets in order to maintain co-curricular status and receive enrollment fees revenue. Co-curricular programs may carry over excess revenue or unspent resources from year to year and they are eligible for tuition Talent Grant awards. (See section on Talent Grant Awards.)
CO-CURRICULAR PURCHASES:
All purchases of supplies, materials and services from approved co-curricular program budgets must be initiated by the program advisor and duly authorized following the guidelines of Administrative Rule D002, Purchasing-General, to ensure obligation and availability of funds prior to any purchase. The purchase request process must be completed and authorized by the co-curricular program budget manager before the actual purchase is made for purchases under $500. Purchases of $500 or more require an LBCC purchase order, approval of the co-curricular program budget manager and the Dean of Student Services before actual purchases can be made.
TUITION TALENT GRANT AWARDS:
Awards are used to recruit and/or acknowledge performance. The purpose of these awards is to cover the student's cost of tuition. Care should be taken that awards are not deducted from or detrimental to a student's financial aid package.
1. Recipients must be fully admitted to Linn-Benton Community College (matriculated).
2. Recipients must demonstrate the ability to be academically successful. If the student has attended high school or college during the past two years, a transcript must be on file in the LBCC Admissions Office and the student's cumulative grade point average must be at least a 2.0.
3. Award recipients must enroll in six or more credits.
4. Tuition payment will be made for full(100%) or partial (50%) instate tuition charges up to 12 credits. Students may petition through the program advisor to the Dean of Student Services for additional tuition requests based on student need. These talent grant increases, up to a maximum of 15 credits at instate tuition, will be funded from the Administrative Contingency Fund only after the requesting co-curricular program's budget is exhausted.
5. Students may receive three awards per year (July 1 through June 30); a maximum of eight awards during their enrollment at LBCC.
6. To be eligible for a renewed award, recipients must maintain a quarterly grade point average of a 2.0 and continue to be enrolled in at least six credits and recommended by the division, department or program advisor sponsoring them. Payment will be contingent upon the student's cumulative grade point average and program recommendation.
7. Because awards are to cover the cost of tuition for the student, if the student recommended has other tuition-only scholarships (example: Scholars Award or a community scholarship designated for tuition only), or if an agency or company is covering the cost of the student's tuition (example: Vocational Rehabilitation, State Industrial Accident, etc.), the student will not receive a Talent Grant award.
8. Award recommendations should be made on the financial aid forms provided and forwarded to the Financial Aid Office prior to the first day of Registration.
