BOARD POLICIES AND ADMINISTRATIVE RULES

 

         First Reading

                  BP 3040 Job Description - President

Taking Board approved criteria and re-organizing job description to fit the criteria. No suggested changes.

BP 3050 Performance Appraisal – President

It doesnŐt work well because it lists disparate things that donŐt flow together. No suggested changes.

                 

Second Reading

                  BP 5020 – Authority-Clerk and Deputy Clerk, Contracts and Checks – Mike

Updating Board Policy to coincide with Jim changing jobs to VP of Finance and Operations. When new VP comes on board, the last paragraph may change. Passed.

                  AR E032 – Prevention of Workplace Violence – Rita

Bruce reported that in at least one case, precedent has been set which holds campus safety higher than student confidentiality (in Cleary versus FERPA, Cleary won out.) Mike noted that we may have to visit this BP and AR again in a year or two after the Oregon Appeals court rules on the keeping of concealed weapons on campus by those who hold a concealed weapons permit. Passed.

AR A006 – Naming Facilities - Passed

BOARD AGENDA REVIEW

Bruce and Bev are ready to report on Pell Grants

FFCO to pay our portion of Science Health Center - plan to close by May 1st so we have funds in hand to start building this summer.

(Rita gave Jim H. the forms to fill out to get our federal appropriationsÉdeadline is March 31st, so please be ready to help him with this.)

Rita reported that College Council will receive the Board agenda electronically but that it will NOT be on the agenda from now on.

The insurance update will be that there is no new information to report; Jan does not need to attend the Board meeting.

Albany City Council

Gary Westford, Dana Emerson, and Robin Havenick will report on their work regarding Black History Month.

 

UPDATE REPORTS:

         Honors for part time students – Bruce and Carol

Will be taken to Academic Affairs and Instructional Council (likely to take 2 or 3 months).

         Budget Development – Jim

Budget updated to Round 1 and now will be sent back to deans and directors; budget packages were sent out last week and must be back by March 21st.

á      Working on dashboard indicators, college-wide recruitment plan and Foundation scholarships.

 

CLOSING THE LOOP

         Associate Dean of Student Development - Bruce

Yesterday was Lynne CoxŐs first day as Associate Dean of Student Development - Students are putting their input into what they want for a Multicultural Center Coordinator, Lynne will be supervising that person. She also had her first student conduct case. She is also working with the ODS staff so that they can see what is needed in that office. Admissions and Registration, Registrar position will open next week, and Donna James will step in beginning in April as Assistant Director of Admissions and Registration until the Director of Admissions and Registration is hired.

 

SHARING INFORMATION

         Starting with March birthdays -

Renee - Congressman David Wu will be here on FridayÉ. He will meet with students at 1:30 in NSH 106. He will also meet with leaders and Board members at 2:30 p.m. in Fireside Room. Please email Renee if you have any ideas on how to get students there. Rita suggested that leaders prepare questions to ask him.

Alice - Virgil will be joining us for College Council in April as the Faculty Assoc. rep.

Stephanie Ware - she will be attending College Council to represent ASG.

Rita – There are a few seats left for the Teddy Bear Tea, tickets are $10 a piece.

Joel – He is looking forward to new College Council schedule.

Kevin – Officially, the construction of the Library/Learning Center is done, and now we are looking forward to construction of the Science Health Center.

Mike - Are we too civil? Does our culture prevent us from hearing all of the voices out there? Alice - we can do education around conflict and how it can be healthy. If you have ideas about how to extend this conversation after todayŐs meeting, please let Rita, Mike, Carol, Jim know. Mike also asked those who might be chairing meetings to encourage those who have a different opinion to speak up.

Beth - Annual Family Resource Fair this Saturday, on Albany campus, parents pay $1 to attend, child care at PCDC, Girl Scouts making lunch.

Bruce - Winter term FTE is up 4.5%, headcount is up 10%, real encouraging news is that if you take College Now out of the picture, we are up 13%. Thanks to Marlene for 40 classes for 40th anniversary. We had a few people stopping by Takena to find out about enrolling. Thanks to John Mc.A. for finding more community partners to help students get through school without having power or phone turned off. LBCC has decided to go back to accepting the OSU TOEFL test for admission to ELI program.

BJ - 38 out of 43 interviews for industry needs assessment have been done.

Gary R. - In April there will be a 3 week long festival of American Culture, which includes music, films, TV. - Carol suggested using the music of these artists during Inservice. Rita asked folks to be sure to give ReneŽ fliers for any events so that we can pass the information on to Board members.

John – He has his eye on the Harley bear for the Teddy Bear Tea.

Kristen - Division office has officially moved back into Willamette Hall.
