TECHNOLOGY COMMITTEE

Present: Ann Adams, Lynn Bain, Diane Bauer, Rich Bergeman, Beth Camp, John Griffith, Mike Holland, Rich Horton, Evonne Rutherford, Carol Schaafsma, Ron Sharman, Ann Smart, Peggy Weems, Steve West

Subcommittee Reports:

1. Barriers - John Griffith

The purpose of the subcommittee was to facilitate using or adapting distributed education components in classrooms and to identify barriers encountered in utilizing distributed education. John Griffith handed out the definition of distributed learning which was developed by his subcommittee.

Their next step was to get approval of (or adjustment to) the definition by the full DEIT Committee. There was no mention made of time in the definition because ITV does require everyone to be present at the same time. The committee critiqued the definition and gave John suggestions. He will e-mail the changes the committee made. Winter term the subcommittee will send out a faculty survey regarding barriers which will be due back by the end of the term. They will work spring term to identify those barriers. Ann Smart suggested the subcommittee look at a previous DEIT report which has a list of barriers.

2. ITFS/ITV - Rich Horton

ITV stands for instructional televison. Rich said Paul Snyder updated the subcommittee on the current status of the ITFS systems. At the current time, the only "receive" sites are at the Lebanon Center and the Benton Center. The contractors are working on other sites, including the Sweet Home Center. Penny York also gave the subcommittee some ideas.

Carol Schaafsma said businesses are interested in this system because their employees who are taking general ed classes could take them on site and would not have to travel. In Arizona and Portland, high tech businesses have dedicated channels for employee use. Carol knows of some businesses that would like a demonstration of the system; companies often are willing to invest in an antenna and a Web cam (which enables the instructor to see the students) for access to training and education. Ann Adams noted that when a Web cam was used here on campus, it used up 30% of the Internet bandwidth going into the campus. Ann Smart said Susan Knights has taught without the Web cam, but this year she has it and she thought it was better to have the Web cam.

The engineer working on the project sites is moving from Idaho to Oregon, so it is anticipated that the connections will be done quicker. The Board governing the ITFS (which includes LBCC, U of O, OSU, WOU, PSU, and Lane CC--other partners: Chemeketa and PCC) anticipates that businesses will pay for antennas. For an ITV class, a technician has to be present, along with the instructor.

Next term the subcommittee will work on goals and resource issues.

3. Quality, Assessment and Offerings Subcommittee - Carol Schaafsma

The subcommittee has three main focuses:

to develop clear and measurable performance and participation expectations in distributed learning classes

to describe quality measures that will include student achievement and satisfaction, external benchmarking of performance, and evaluation of delivery systems

to review and recommend distributed learning offerings

Carol is going to ask more people to join the subcommittee.

4. Student Support - Lynn Bain for Diane Watson

Lynn said she was amazed while looking at a 9 page list of goals the subcommittee has been working on for four years. Nearly all the items have been completed. At their last meeting, they brainstormed their next steps. Lynn gave out a handout on Best Educational E-Practices (BEEP). The subcommittee will set goals at their next meeting.

5. Web Presence - Ann Adams for Marlene Propst

Ann Adams gave out a handout which listed all the features available on the LBCC Web as of November 2000. The committee's goal is to clearly define for ongoing support all features on the Web and to develop procedures that can be communicated campus-wide. Carol said there was a specialist in her office that has put frequently asked questions into diagrams and might be able to help the Web Presence subcommittee put the procedures in picture format. Ann Adams said they would like to put who to contact for Web questions in the campus telephone book.

Beth suggested we have a demo for DEIT to show what is currently on our Web. Ann Adams said people have asked about LBCC's Web address. She said LBCC can't use edu which is only for four year colleges. Ron suggested we try to have a more realistic way to list names.

Mike Holland suggested input from DEIT would be helpful because of the passage of the bond that will lead to some facility changes over the next six months to a year. Anticipating wiring needs would be helpful as well as developing a longer-term version of where we're going. The expertise and history in this committee can shape what we want to do for future construction and renovation. Mike and Beth will meet with DEIT committee chairs early Winter term in a separate meeting.

The next meeting will be during the 7th week of winter term. Beth will coordinate with Jon Carnahan's calendar so he can attend.
